Trump Administration to Terminate DHS Initiative Aimed at Preventing Terror Attacks

The Trump administration plans to eliminate the Department of Homeland Security’s (DHS) terrorism prevention program, which experts and former officials argue has been effective in thwarting attacks in the U.S. The DHS’s budget proposal to Congress cancels the $18 million grant program, stating it “does not align with DHS priorities.” Critics question this reasoning, emphasizing the program’s role in addressing the rising threat of lone-wolf attacks, which have become increasingly common.

Citing recent violent events, such as shootings and assaults related to extremist ideologies, former officials contend that the program is vital. Bill Braniff, who previously oversaw the program, likened it to preventive measures in healthcare, asserting that prevention strategies do work. John Cohen, another former senior DHS official, noted that the program was created post-9/11 to enhance the nation’s ability to prevent terrorism, emphasizing the continued rise in violent incidents that fit profiles of those targeted by the program.

Interest in the program remains high, with DHS reporting numerous applications for funding, far exceeding the available grants. The funds have supported local initiatives designed to identify and intervene with individuals on the path to radicalization, including school-based threat assessment teams. One highlighted case involved a student reporting threats of a school shooting after an outreach campaign, illustrating the program’s potential life-saving impact.

Critics argue that abandoning this initiative in today’s climate, characterized by increasing lone-actor violence, is shortsighted. They advocate for the strengthening of prevention mechanisms to detect and mitigate emerging threats, emphasizing the critical need for continued support of such measures in the face of rising extremism.
