TDEM Promotes Sam Miller to Division Chief of Operations Technology

The Texas Division of Emergency Management (TDEM) has announced the promotion of Sam Miller to Division Chief of Operations Technology, effective immediately. Miller, who joined TDEM in 2013, has played a pivotal role in enhancing the agency’s operational capabilities over the past 12 years. His leadership in application development, field technology support, and the implementation of critical systems has significantly improved disaster response efforts across Texas.

TDEM Chief Nim Kidd praised Miller’s expertise and commitment, stating, “Sam’s deep expertise and steady leadership have helped modernize how we respond to disasters in Texas. His dedication to public service and innovation has driven many of our agency’s successes.” Under Miller’s guidance, many of the tools and processes currently utilized in Texas Emergency Management operations have evolved.

Before his tenure at TDEM, Miller was involved in the Texas WebEOC Interoperability Project as a developer for the Southwest Regional Advisory Council and held various positions at the Arkansas Department of Emergency Management. With over 20 years of experience in emergency management, Miller brings a wealth of knowledge and a strong commitment to his new role.

In addition to Miller’s promotion, TDEM announced Dorian Davis as the new Section Chief of Operations Technology. Davis, who has been with TDEM since 2014 and previously served as Unit Chief of Operations Technology, has been essential in enhancing the agency’s operational readiness and brings extensive expertise to his new position.

These leadership changes signify TDEM’s commitment to strengthening disaster response systems in Texas, ensuring effective management and support during emergencies.
